In my opinion, learner similarities should be basis. Because in our education system, classes are very crowded and there are students from diffrent social and ethnic backgrounds. Curriculum should be designed according to this factor. However, teachers should have opprtunities to modify and make some changes according to needs of students. Rules should be flexible to some extent for the sake of students and for the sake of teachers, especially if these flexibilies are makind teaching more easier and permanent. I think that teachers will merge these differences in beneficial contexts and make students more integrated socially and intellectually.
